
meet Dr. Jeannine
Dr. Jeannine Cicco Barker (she/ella) practices from Philadelphia, where she was born and raised. She is Xicana, Latina, and is deeply proud of her Indigenous ancestry (Cora & Mexica).
She is a licensed psychologist in PA & NY, and holds authority to practice in all PSYPACT states. She is also a board certified art therapist as well as a practicing artist, primarily focusing on oil painting, printmaking, and mixed media.
She grew up in South Philadelphia in a low income/working class, multicultural family. Her mother, an immigrant from México, and her Italian American father instilled social justice values in her from a very young age. From childhood, she was involved in community work with her family, including aiding at a soup kitchen organized by her father for many years. Activism and care for others have always been deeply personal ways in which she shows up in the world.
Dr. Jeannine attended the Philadelphia High School for Girls and received the Philadelphia Mayor’s Scholarship to attend the University of Pennsylvania, where she majored in Fine Arts. She went on to earn a master’s degree in Art Therapy from Drexel University, and then her master’s and doctorate degrees in Clinical Psychology from Widener University, graduating with top honors, and receiving the Abrams Award for Academic & Clinical Excellence.
Dr. Jeannine completed her postdoctoral training at the University of Pennsylvania’s Counseling and Psychological Services (CAPS), and remained on staff there for many years. She was the leader of the Eating Concerns Team, which was charged with treating students with eating concerns and disorders across Penn’s campus. As a Latina psychologist, underrepresented in the field of eating disorders and psychology, she proudly led the team in creating radically more inclusive programming and services. She served as a support to multiple marginalized communities on campus, including the Latine community, BBIPOC students, and First Generation Low Income Students, and she was often requested to present at conferences and trainings within the Penn community and beyond.
She previously served as an adjunct professor at the University of Pennsylvania’s School of Social Policy & Practice (SP2), where she taught about social change and social justice movements in the Racism Sequence for MSW students. She was awarded the “Excellence in Teaching Award” at Penn SP2 in 2023. Dr. Jeannine also has experience doing asylum and other immigration evaluations, locally and at the border, and has served as a volunteer psychologist in the Physicians for Human Rights Asylum Network.
She currently serves on the Advisory Board of Food Empowerment Project, a vegan food justice organization based in California. She also serves on the Advisory Board of the Alejandre Foundation, the 501c3 of Latinx Therapy, which offers therapy scholarships to individuals in the Latine community who cannot otherwise afford therapy.
